"descriptions" for the file type did not show "Microsoft Excel Template", for. I had to go back and reset the file assocations to "Microsoft Excel." After I did this I noticed the I checked the registry and found there was no value at all now for this entry. However, I did some cleanup work on my computer and also uninstalled the Compatibilty Pack. I made the change to the registry from "Open" to "New and it worked fine.
I had the same problem, but use Vista and have Office 2007.
